Understand the admission conditions for rock wool

In order to accelerate the structural adjustment and transformation upgrading of the rock wool industry, curb low-level redundant construction and blind expansion of production capacity, protect the ecological environment, promote energy conservation and emission reduction, and improve the level of resource and energy utilization, in accordance with relevant laws, regulations and industrial policies, the "Access Conditions for the Rock Cotton Industry" are formulated and hereby announced. Relevant departments and enterprises shall use these admission conditions as the basis for investment in rock wool projects, land supply, environmental impact assessment approval, energy supply, quality and safety supervision, credit, financing, and construction and production operations.

The Ministry of Industry and Information Technology has issued the "Access Conditions for the Rock Wool Industry" (hereinafter referred to as the "Access Conditions"), which puts forward specific requirements for new and expanded rock wool projects, as well as related technology and energy consumption, to curb low-level redundant construction and blind production capacity.

Rock wool is an inorganic external wall insulation material. In the past, the market share of rock wool materials in the construction market was about 10%, but with the general improvement of building safety and fire protection awareness in various sectors, the demand for rock wool materials in the construction industry is gradually increasing. Since 2011, the price of rock wool board has skyrocketed from around 42 yuan/cubic meter to 240 yuan/cubic meter.

The "Access Conditions" point out that new and expanded rock wool projects must comply with national industrial policies and industrial planning, coordinate factors such as resources, energy, environment, logistics, and market, and have a reasonable layout. The site selection for new rock wool projects must comply with the provisions of the overall land use plan, land supply policies, and land use standards.

The "Access Conditions" also stipulate that the total scale of new rock wool projects shall not be less than 40000 tons/year, and the single line scale shall not be less than 20000 tons/year.

An industry insider told reporters that small and medium-sized insulation material manufacturers do not have a high level of mastery of rock wool production technology, and the rock wool industry in China is not very strong in terms of scale, specifications, and technology. He believes that the release of the "Access Conditions" will standardize the existing domestic rock wool manufacturers, standardize their production models, and improve their production requirements. Although a lot of capital needs to be invested, on the other hand, it will expand sales share, determine new profits, and gradually put the rock wool industry on the right track. In the future, the rock wool industry will have an increasing market share in insulation materials.

Experts in the air conditioning refrigeration market point out that under the constraints of multiple standards such as layout, equipment, quality, energy consumption, safety and environmental protection, there are not many enterprises that can meet the conditions. Domestic technology is still immature, and most rock wool products are of poor quality. Therefore, it is necessary to rely on leading enterprises to fill the market gap. By establishing high standards to regulate the rock wool industry, policies will support advanced production capacity and adjust and optimize product structure. And this will greatly promote the healthy and orderly development of the rock wool industry.
